Oakland’s Recipients for Violence Prevention Funding Leaves Some With Concerns

BOSS CEO Raises Procurement Concerns at Oakland Public Safety Committee | June 9, 2026


BOSS CEO Donald Frazier appeared before the Oakland Public Safety Committee on June 9, 2026, raising serious concerns about the transparency, fairness, and procurement integrity of the Department of Violence Prevention's 2026-2029 Community Violence Intervention grant process. Frazier also spoke with KPIX CBS News Bay Area as part of the station's coverage of community organizations voicing concern about the grant awards.



Speaking on behalf of BOSS and the Violence Prevention Coalition, Frazier cited Oakland's historic crime reductions — including a 38% drop in homicides year-to-date in 2026 and the city's lowest homicide count since 1967 — as evidence that the existing CVI ecosystem was working. He questioned why a functioning system would be restructured through a process that excluded long-standing community partners in East Oakland and Deep East Oakland, the neighborhoods carrying the heaviest burden of gun violence in the city.


Frazier formally requested full scoring and audit records for RFP #407533, bridge contracts for CVI providers before October 1, and a complete violence prevention funding map showing all sources and allocations. The Committee voted to move the resolution forward to the full City Council.
