BOSS Pre-Trial Expansion Program
Building Opportunities for Self-Sufficiency (BOSS), Alameda County Probation Department (ACPD) and the Superior Court of California, Alameda County (Court) are collaborating to provide a pretrial expansion program for individuals released under court supervision. This initiative is part of ACPD’s commitment to community-based alternatives to detention and aims to support clients in attending court and connecting with essential services.
The expansion program will build upon the existing pretrial framework by embedding community-based case managers at courthouse locations to provide individualized, coordinated care and focuses on addressing the service and support needs of the moderate and high risk pretrial population through direct case management and structured service linkage, thereby enhancing public safety, court appearance rates, and individual stability. The program will serve individuals who are released on their own recognizance and identified as moderate or high risk through validated assessments tools.
Services are designed to:
1) Reduce pretrial detention for moderate and high risk individuals using intensive community-based support;
2) Improve client outcomes by addressing behavioral health, housing, and social service needs; and
3) Increase court appearance and compliance rates.
BOSS designed its Pretrial Expansion Program (PEP) to reduce pretrial detention for moderate-risk individuals, improve client outcomes, and increase court appearance and compliance dates. PEP will do this by connecting eligible individuals with a range of transformative services and resources to address urgent needs, build skills and social networks, and move towards positive outcomes and stable reentry.
BOSS staff are stationed at three local courts:

· East County Hall of Justice, 5151 Gleason Dr., Dublin CA 94568
Staff connect individuals with local resources to help achieve housing, health, employment, recovery, legal, and other goals and court requirements. Staff have bilingual capacity, thorough knowledge of available community services and resources, contacts with local service providers, and the ability to make successful referrals and warm handoffs.
